The Department of Law and Law Enforcement of the Odesa Institute of PJSC “IAPM” is responsible for the training of specialists at the first (bachelor’s) level of higher education.

The department is continuously working on improving its educational and methodological base: updating curricula, course materials, practice programs, topics for term papers, examination tickets, and test assignments.

Program Focus

The K9 Law Enforcement program is designed to provide students with methods, techniques, and technologies of law enforcement activities; a systemic approach to ensuring public safety and order; knowledge and practical skills aimed at developing strategies in law enforcement and public safety, as well as designing and implementing organizational and legal measures to improve the efficiency of law enforcement.

Graduate Profile

A bachelor of K9 Law Enforcement must acquire competencies to solve complex specialized tasks and practical problems in the field of law enforcement during professional activities related to the protection of human rights and freedoms, crime prevention, maintaining public order and safety, or during studies. This requires the application of theories and methods of law enforcement, systems analysis, operational planning, forecasting, optimization, decision-making, research, and innovation in law enforcement, often under complex and uncertain conditions.

Program Objectives

The program aims to train highly qualified professionals in law enforcement who:

possess a comprehensive system of knowledge in the field;

are familiar with current scientific advances;

can critically evaluate and apply theoretical and innovative methods in practice;

are capable of continuous learning and self-improvement;

can conduct scientific research;

are prepared for lawmaking, law enforcement, expert-consulting, and organizational-management activities.

Program Learning Outcomes

Graduates should be able to:

Understand the historical, economic, technological, and cultural contexts of law enforcement.

Organize professional and cultural dialogue at the level required for effective activity.

Collect, analyze, and evaluate information from diverse sources.

Formulate and test hypotheses, substantiate conclusions.

Draft professional texts and documents; communicate fluently in Ukrainian and foreign languages in social and professional contexts.

Demonstrate ethical behavior and socially responsible activity in law enforcement.

Coordinate activities of entities ensuring public safety and order; communicate with individuals and organizations for timely response to crimes, administrative offenses, and incidents.

Identify legally significant facts and form well-grounded legal conclusions.

Understand and apply modern legal doctrines, values, and principles of the national legal system.

Act effectively both under normal conditions and in complex operational environments.

Correctly prepare procedural documents, carry out preventive and enforcement measures, qualify administrative and criminal offenses.

Use state communication systems, cybersecurity measures, cryptographic and technical information protection methods.

Apply operational-search methods, databases (including interdepartmental and international), and information technologies in law enforcement practice.

Provide first aid and ensure security measures as defined by law.

Assess threats, forecast developments, and take preventive measures.

Work autonomously and in a team, perform official duties, and solve complex law enforcement tasks.

Employment Opportunities

Graduates may work in various law enforcement institutions, including the Prosecutor’s Office, the National Police, the Security Service of Ukraine, customs authorities, the Judicial Protection Service, as well as in private security and detective agencies.

Further Education

Graduates may continue studies at the second (master’s) level in the field of K Security and Protection, specialty K9 Law Enforcement, or in related master’s degree programs (educational-professional or educational-scientific).
